The Western Cape Government identified Safe and Cohesive communities as one of the Vision-Inspired Priorities (VIP) for the province.  This is reflected as one of the key priorities set by the Minister of Agriculture, Dr Ivan Meyer. Rural safety is key in ensuring that the agricultural sector is productive and sustainable, making it pivotal in improving the economy of the province.

The Western Cape Department of Agriculture (WCDoA) has appointed Optimal Agricultural Business Systems (OABS) Development Consultants to conduct a survey to determine a baseline of crime in rural areas of the Western Cape Province.

The project commenced on 1 May 2020 and is expected to be completed by 30 October 2020. The aim of this study is to build a base of sound evidence on which the rollout of a rural safety plan for the Western Cape can be devised.

One of the key steps of the process is for the WCDoA to conduct a baseline survey on the incidence of crime, functioning of farm watches and perceptions of safety.  This will provide the WCDoA and other relevant stakeholders with an overview of the extent of crime in rural communities as well as the scope and extent of remedial measures that are currently in place.  The information deduced from the baseline survey will eventually be used to measure whether or not the implementation of any proposed interventions have yielded the desired results.

It is important to note that this baseline study will be conducted in partnership with both Agri Western Cape and the Western Cape branch of the African Farmers Association of South Africa (AFASA). It is therefore anticipated that the majority of respondents will be from these two organisations; however, to obtain the input and opinions of farmers not affiliated with any of these two organisations are equally essential to the study.

OPROEP VIR DEELNAME AAN DIE LANDELIKE MISDAAD BASISOPNAME 2020

Die Wes-Kaapse regering het veilige en samehangende gemeenskappe geïdentifiseer as een van die Visie-geïnspireerde Prioriteite (VIP) vir die provinsie. Dit word weerspieël as een van die belangrikste prioriteite wat deur die die Minister van Landbou, Dr. Ivan Meyer, gestel is. Veiligheid op die platteland is van kardinale belang om te verseker dat die landbousektor produktief en volhoubaar is, wat dit deurslaggewend maak om die ekonomie van die provinsie te verbeter.

Die Wes-Kaapse departement van landbou (WKDvL) het Optimal Agricultural Business Systems (OABS) -ontwikkelingskonsultante aangestel om 'n opname te doen om 'n basislyn van misdaad in landelike gebiede van die Wes-Kaap te bepaal.

Die projek is op 1 Mei 2020 van stapel gestuur en sal na verwagting teen 30 Oktober 2020 voltooi wees. Die doel van hierdie studie is om 'n basis van goeie bewyse te bou waarop die implementering van 'n landelike veiligheidsplan vir die Wes-Kaap bedink kan word.

Een van die belangrikste stappe van die proses is dat die WCDoA 'n basisondersoek doen oor die voorkoms van misdaad, die werking van plaaswagte en persepsies van veiligheid. Dit sal die WKDvL en ander relevante belanghebbendes 'n oorsig gee van die omvang van misdaad in landelike gemeenskappe, asook die omvang en mate van die regstellende maatreëls wat tans bestaan. Die inligting wat uit die basisondersoek afgelei word, sal uiteindelik gebruik word om te meet of die implementering van voorgestelde intervensies die gewenste resultate gelewer het al dan nie.

Dit is belangrik om daarop te let dat hierdie basisstudie in vennootskap met sowel Agri Wes-Kaap as die Wes-Kaapse tak van die African Farmers Association of South Africa (AFASA) gedoen sal word. Daarom word verwag dat die meerderheid respondente van hierdie twee organisasies sal kom. Om die insette en opinies te kry van boere wat nie met een van hierdie twee organisasies verbonde is nie, is egter ewe noodsaaklik vir die studie.
