Dear Parents and Students

First of all, a big thank you for bearing with us while we put in all efforts to find an amicable solution to the language issue at Elsenburg Agricultural Training Institute.

We were very happy that the November examination period concluded without incident and we sincerely appreciate the focus of the students in this regard.

After much deliberation and wide consultation the College Council recommended that multilingualism will ensure the continuity of inclusive and quality education. Although we attempted two separate language streams as an interim measure, it became evident that this will not be a practical and workable solution moving forward.

The proposed multilingual language policy is completely in line with the Provincial Language Act which governs the approach to language utilisation within the Western Cape.

In short, the multilingual approach is based on four scenarios:
  • Should all the students in the class be Afrikaans, Afrikaans will be the language of instruction – the same principle will apply to English and Xhosa as two of the other scenarios;
  • The fourth scenario is where the class is multilingual and diverse, and where not everyone in the class is proficient in any one of the 3 official languages. In this scenario English will be the preferred language of instruction. However, study notes will still be available in the other two languages, and students may ask questions in their language of choice and have them interpreted into English to allow all students to participate in the discussions. In line with the multilingual approach, students will also be allowed to answer tests and do assignments in their Provincial official language of preference.
The following additional support is currently being sourced in order to ensure that our commitment to inclusive and quality education continues to be prioritised:
  • Tutorial classes;
  • Interpreters in each class, as required;
  • Interpreters equipment;
  • Language service to translate study materials.
As management we are very excited to embark on this new language policy in partnership with our lecturers and students. We are confident that we will be in a position to launch into 2016 in line with our stated commitment of inclusive and quality education.

While it has been a challenging year for all our stakeholders, I am confident that with your support, we will ensure that Elsenburg Agricultural Training Institute remains at the forefront of change, transformation and revitalisation.

Eerstens, baie dankie vir jul geduld met ons tydens ons pogings om 'n vriendskaplike oplossing vir die taalkwessie by Elsenburg Landbou-Opleidingsinstituut te vind.

Ons was baie gelukkig dat die November-eksamenperiode sonder enige voorvalle afgehandel is en ons het opregte waardering vir die manier waarop studente tydens hierdie periode op hul studies gefokus het.

Na deeglike beraadslaging en wye oorlegpleging het die Kollege Raad aanbeveel dat veeltaligheid die kontinuïteit van inklusiewe en gehalte-onderwys sal verseker. Hoewel ons twee afsonderlike taalstrome as 'n tussentydse maatreël probeer het, het dit duidelik geword dat dit nie 'n praktiese en werkbare oplossing vir die pad vorentoe is nie.

Die voorgestelde veeltalige taalbeleid is heeltemal in ooreenstemming met die Provinsiale Talewet wat die benadering tot taalaanwending in die Wes-Kaap bestuur.

Die veeltalige benadering is op vier scenario’s gebaseer:
  • Indien al die studente in die klas Afrikaans is, sal Afrikaans die onderrigtaal wees – dieselfde beginsel sal geld vir Engels en Xhosa as twee van die ander scenario’s;
  • Die vierde scenario is in die geval van ’n klas wat veeltalig en divers is en waar almal in die klas nie doeltreffend kan kommunikeer in enigeen van die drie amptelike tale nie. In hierdie scenario gaan Engels die onderrigtaal wees. Studiemateriaal gaan egter steeds in die ander twee tale beskikbaar wees en studente mag vrae in die taal van hul keuse vra. Hierdie vrae moet na Engels getolk word sodat al die studente aan die besprekings kan deelneem. In ooreenstemming met die veeltalige benadering gaan studente ook toegelaat word om toetse te skryf en werkopdragte te doen in hul Provinsiale amptelike taal van voorkeur.
Die volgende bykomende steunhulpbronne word tans bekom om te verseker dat ons verbintenis tot inklusiewe en kwaliteit-opvoeding ’n prioriteit bly:
  • Tutoriaalklasse;
  • Tolke in elke klas, soos benodig
  • Tolktoerusting;
  • Taaldiens om studiemateriaal te vertaal.

  • Ons as bestuur is baie opgewonde om te begin met die implementering van hierdie nuwe taalbeleid in vennootskap met ons dosente en studente. Ons is vol vertroue dat ons in ’n posisie sal wees om 2016 in te gaan met die wete dat ons in ooreenstemming met ons verklaarde verbintenis tot inklusiewe en kwaliteit-opvoeding optree.

    Dit was ’n uitdagende jaar vir al ons belanghebbendes, maar ek is seker dat met u ondersteuning gaan ons verseker dat Elsenburg Landbou-Opleidingsinstituut steeds die toon aangee vir verandering, transformasie en vernuwing.

    Dit is in hierdie gees van verandering en vernuwing wat ek en my bestuurspan vir u as ouers en studente ’n vreugdevolle, veilige en geseënde feesseisoen en vrede en voorspoed vir 2016 toewens.
